HB1510 Summary

• Requires the Department of the Lottery to offer a special instant "Scratch-Out Crime" scratch-off game beginning January 1, 2016, or as soon thereafter as practicable.

• Creates the Municipal Police Hiring Assistance Fund to receive net revenue from the "Scratch-Out Crime" game for distribution to municipal police departments on a pro rata basis based on population, solely for hiring municipal police officers.

• Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses of the Department related to the scratch-off game.

• Requires the Department to not unreasonably diminish marketing efforts for other instant scratch-off lottery games while the "Scratch-Out Crime" game is being sold.

• Authorizes the Department to adopt rules necessary to implement and administer the game; effective immediately upon enactment.
