Requires LINK cards (electronic benefits transfer cards for SNAP and cash benefits) issued on or after January 1, 2016 to display the name and photo of the primary cardholder.

Allows primary cardholders to optionally include the names of secondary cardholders authorized to use the card for SNAP benefits or cash.

Permits LINK card use only if the user is the primary cardholder with a matching photo, or is a secondary cardholder who presents current and valid photo identification confirming their listed status.

Directs the Department of Human Services to begin transitioning to photo ID LINK cards immediately upon the bill's effective date, with the transition completed no later than January 1, 2016.
