IL HB1529

Requires all public and private Illinois higher education institutions to submit annual supplier diversity reports to the Board of Higher Education by April 15, 2016 and each April 15 thereafter in searchable Adobe PDF format.

Reports must document procurement goals and actual spending for female-owned, minority-owned (with African American and Latino breakdowns), veteran-owned, and small business enterprises, expressed as percentages of total work performed.

Each institution must include in its report: participation plans, goal increases, targeted procurement areas, vendor outreach plans, challenges faced, recognized certifications, vendor contact information, and success stories.

Board of Higher Education must hold annual public workshops each July beginning in 2016 to address supplier diversity and structural barriers, and publish a searchable database on its website with institution contact points and recognized certifications.

Board must publish all annual reports on its website and maintain them for at least 5 years; act takes effect immediately upon enactment.
