Amends the Children and Family Services Act to establish requirements for child care facilities providing temporary residential shelter services to children under Department guardianship, custody, or protective custody

Requires facilities to provide engaging interventions and activities, maintain safe staffing levels, and implement screening protocols upon admission to assess risks of elopement and physical aggression

Prohibits children under 18 from leaving the facility without authorization, a responsible adult, or explicit Department approval to prevent curfew violations

Mandates facilities use best practices to locate and return children absent without authorization, including contacting known contacts, interviewing peer groups, searching community locations, and checking schools and work sites with documented, frequent actionable steps

Allows the Department to place facilities on admission hold for excessive unauthorized absences and impose licensing sanctions including license revocation if facilities fail to comply with corrective action plans
