Secretary of State must receive applications for 2,000 special plates (reduced from 10,000) before issuing a new series, except military service or award plates may be issued immediately without meeting this threshold.

All fees collected for special plate applications are non-refundable and will be deposited in designated special funds regardless of whether the plate is produced.

Special plates authorized to raise funds for civic groups or charitable entities must have the recipient organization designated within one year and must provide annual compliance letters from the Illinois Attorney General's office.

Secretary of State may discontinue special plates if fewer than 1,000 sets are actively registered for 2 consecutive calendar years, and owners of recalled plates are exempt from reclassification or replacement plate fees.

Any special plate authorized for motorcycles may also be issued for autocycles.
