Reduces standard vehicle registration fees by 50% for Illinois vehicle owners who served on active duty in the Armed Forces and were discharged or separated under honorable conditions, effective beginning with the 2016 registration year.

Applies the 50% registration fee reduction to passenger motor vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Requires eligible veterans to provide proof of service to the Secretary of State to qualify for the fee reduction.

Maintains existing provisions allowing active duty military members stationed outside the United States for 90 days or longer during the preceding registration year to receive a 50% fee reduction.

Allows military members who placed vehicles in storage while stationed abroad for 6 months or longer to receive one month of free registration upon renewal for each month the vehicle was in storage.
