HB2423 Summary

• Creates the Homeland Security Preparedness Fund as a special state fund and directs the Illinois Emergency Management Agency to establish guidelines for its expenditure in consultation with statewide interagency organizations.

• Fund revenues distributed as: 33% for statewide law enforcement mutual aid, 33% for fire protection mutual aid, and 34% for other statewide preparedness projects including terrorism intelligence, prevention programs, and support for Cook County and Chicago.

• Establishes a $3 annual surcharge on vehicle registration fees beginning in 2015 for motor vehicles of the first division, motorcycles, motor driven cycles, pedalcycles, and vehicles in the 8,000 lbs. and less flat weight category, with proceeds deposited into the Homeland Security Preparedness Fund.

• Surcharge does not apply to vehicles registered by units of local, state, or federal government, or tax-exempt organizations meeting federal 501(c)(3) requirements.
