Inspector General of the Department of Human Services must contract with an independent certified public accountant by January 1, 2016 to conduct a forensic audit of the Temporary Assistance for Needy Families (TANF) program, Supplemental Nutrition Assistance Program (SNAP), and all medical programs administered by the Department.

Forensic audit shall review the application and enrollment process, payment of benefits to individuals, and identify fraud or inefficiencies that can be eliminated to reduce costs and improve benefit delivery.

Secretary of Human Services must report the audit findings and recommendations to address identified issues to the Illinois General Assembly.

Act takes effect immediately upon becoming law.
