Amends the Counties Code to establish stormwater management provisions for DuPage and Peoria Counties, consolidating existing frameworks into unified countywide structures with minimum standards for floodplain and stormwater management.

Creates stormwater management planning committees with equal county board and municipal representatives from each district, appointed by county board chairman and mayors respectively, with duties to develop and implement county stormwater management plans.

Authorizes counties to adopt annual property taxes up to 0.20% of taxable property value for stormwater management (requires voter approval in Peoria County) or alternatively to establish fee schedules based on actual costs of stormwater management services.

Provides counties authority to issue general obligation bonds for stormwater infrastructure and allows municipalities with equivalent stormwater ordinances to avoid county enforcement if consistent with and at least as stringent as county plans.

Permits counties to petition circuit courts to dissolve drainage districts that are entirely within the county plan area, with drainage districts' property and obligations assumed by the county upon dissolution.
