HB2464 - Illinois Virtual School Act

• Creates the Illinois Virtual School as a statewide virtual school serving kindergarten through grade 12 students and educators, funded through annual state appropriations.

• Establishes a Board of Trustees consisting of 4 K-12 representatives, 3 higher education representatives, 2 business community representatives, 2 public-at-large representatives, and 4 ex-officio nonvoting members.

• Illinois Virtual School shall offer rigorous online courses aligned to state and national standards taught by certified, highly qualified instructors to supplement educational opportunities available in students' current schools.

• Schools cannot deny student enrollment in courses if appropriate for the student's course of instruction and the school cannot provide the course locally; local schools must provide supervision and proctoring.

• Transition provisions allow the State Board of Education's existing online program to continue through the 2015-2016 school year, with the Illinois Virtual School beginning course offerings in summer 2016 and receiving intellectual property and physical property transfers from the state program.
