Requires LINK cards (electronic benefits transfer cards for SNAP benefits and cash) to display the primary cardholder's name and photo beginning January 1, 2016.

Allows secondary cardholders to be listed on the card at the primary cardholder's option, with their names included on the card.

Restricts LINK card use to the primary cardholder (if photo matches) or secondary cardholders who present current and valid photo identification confirming their authorized status.

Directs the Department of Human Services to begin transitioning to photo-bearing LINK cards immediately upon the bill's effective date, with transition completion required by January 1, 2016.

Takes effect immediately upon becoming law.
