• Allows persons convicted of crimes committed before age 18 to petition for sentencing review after serving at least 15 years of a life sentence or 40+ year sentence.

• Court must hold a hearing within 90 days and may consider mitigation factors including the offender's age, maturity, family background, rehabilitation efforts, behavior while incarcerated, and acceptance of responsibility.

• Court may affirm or reduce the sentence following the hearing, with the decision being a final judgment.

• Offenders may petition for a second review only after 10 years have elapsed since the first ruling, with the court able to extend this period up to an additional 10 years if it finds no reasonable likelihood another petition will be needed.

• Applies retroactively to all persons currently incarcerated who were under 18 when they committed their offense, regardless of when the offense occurred.
