County boards must make annual budgets conveniently available to public inspection and provide them at a public meeting at least 15 days before final action.

County boards may amend budgets at a public meeting after making the budget available to the public and prior to final adoption.

Budget meeting notices and proposed budgets must be posted on the county's website if one is maintained, or comply with the Open Meetings Act if no website exists.

Budget votes must be recorded by ayes and nays and entered into the meeting record.

Annual budgets cover a one-year fiscal period determined by each county board, with remaining balances available for 30 days (counties under 100,000 population) or 90 days (counties 100,000-3,000,000 population) after fiscal year close for payment of prior obligations.
