Requires nursing home facilities to obtain and maintain liability insurance coverage of at least $1,000,000 per occurrence as a condition of licensure.

Authorizes the Department of Public Health to suspend, revoke, or refuse to issue or renew a facility license if liability insurance coverage is not maintained.

Establishes that failure to maintain required liability insurance constitutes a separate Type "B" violation for each resident for each month (or part of a month) the facility lacks coverage.

Changes damages liability from actual damages to treble damages (3 times actual damages) plus costs and attorney's fees for violations of resident rights specified in the Act.
