Requires each public university in Illinois to submit a cost study to the Board of Higher Education for making 4 of the university's most popular degree programs available online.

Cost studies must include the methodology used and explanations for each expense listed in the analysis.

Board of Higher Education must use new and existing data, including performance measures and survey data, to evaluate probable student outcomes for the online degree plans.

Board must analyze and compare all reported cost studies and corresponding student outcomes to identify the most efficient and effective online degree plans among universities.

Board must notify each university of its conclusions regarding their submitted cost studies.
