Requires the Secretary of State to send requests for liability insurance information to motor vehicle owners by certified mail instead of standard mail.

Allows the Secretary of State to select random samples of vehicle registrations to verify insurance compliance, including targeting owners with prior registration suspensions or traffic violations.

Owners must respond within 30 days with proof of insurance or signed information about their coverage; failure to respond is deemed a violation of insurance requirements.

Prohibits the Secretary from categorizing random samples based on race, color, religion, sex, national origin, ancestry, age, marital status, disability, economic status, or geography.

Extends the repeal date of this verification section from December 31, 2015 to December 31, 2016.
