Amends the Illinois Administrative Procedure Act by adding Section 5-170 regarding State Board of Education rules.

Allows any interested person to request the Joint Committee on Administrative Rules to determine whether a proposed State Board of Education rule impacting school district operations constitutes a state mandate.

Halts the rulemaking process if the Joint Committee determines the proposed rule is a state mandate, preventing issuance of a Certificate of No Objection.

Requires joint resolution approval by the General Assembly before a proposed State Board of Education rule deemed a state mandate can be finalized.
