Amends the Abused and Neglected Child Reporting Act (325 ILCS 5/3) to modify the definition of "neglected child" regarding school attendance.

A child shall not be considered neglected or abused solely because the child is not attending school in accordance with Article 26 of the School Code, unless the school district has made efforts to bring about the child's attendance and those efforts have been unsuccessful because the parent or guardian refused to cooperate.

Changes the standard from an absolute prohibition on considering non-attendance as neglect to a conditional one that requires documented unsuccessful intervention efforts by the school district before a child can be deemed neglected on this basis.

Takes effect immediately upon becoming law.
