Amends the Illinois Insurance Code to exempt vehicle protection products from regulation under the Service Contract Act and the Insurance Code.

Defines "vehicle protection product" as a device, system, or service installed on a vehicle designed to prevent loss or damage from a specific cause, with a written warranty covering specified incidental costs if the product fails to perform.

Specifies that vehicle protection products include alarm systems, body part marking products, steering locks, window etch products, pedal and ignition locks, fuel and ignition kill switches, and tracking devices.

Requires vehicle protection product warrantors to have warranty reimbursement insurance policies issued by authorized insurers that have filed policy forms with the Department.

Clarifies that vehicle protection products' written warranties are express warranties and not insurance, and that warrantors and administrators complying with this section are not subject to other Insurance Code provisions.
