• Eliminates the Miners' Examining Board and transfers all its duties and powers to the Mining Board within the Department of Natural Resources.

• Changes certification requirements for coal mine workers, restricting certificate requirement to "machine operator" position instead of listing five specific job classifications (coal loader, loading machine operator, cutting machine operator, driller/shooter, timberman, roof bolter).

• Reduces first aid training requirement from "course of instruction in first aid to the injured and mine rescue methods and appliances" to simply "a course of instruction in first aid."

• Repeals six sections of the Coal Mining Act (Sections 8.02, 8.03, 8.04, 8.05, 8.14, and 8.18) and updates Article 8 heading from "Miners' Examining Board and Miners' Examinations" to "Miners' Examinations."

• Takes effect immediately upon becoming law.
