Amends the Illinois Municipal Code by adding Section 9-2-4.10 regarding special assessments for costs associated with unpaid utility bill liens.

Allows municipalities to treat costs associated with a filed utility bill lien as an existing, judicially-approved special assessment without requiring a formal assessment warrant or satisfying standard conditions precedent.

Permits municipalities to collect lien costs as a special assessment by complying with procedures outlined in Sections 9-2-80 through 9-2-98 of the Municipal Code.

Exempts municipalities from standard special assessment warrant and certified assessment roll requirements when collecting such lien costs, treating these requirements as satisfied by operation of law.

Requires property owners or interested parties to pay all costs incurred by the municipality for collecting lien-related costs, and mandates the municipality release and file the lien release upon full payment.
