Amends the Illinois Youthbuild Act to expand grant-making authority from only the Secretary of Human Services to five departments: Department of Juvenile Justice, Department of Commerce and Economic Opportunity, Department of Corrections, Department of Transportation, and Department of Human Services.

Maintains all existing Youthbuild program requirements including housing acquisition and rehabilitation, integrated education and job skills training with 50/50 split between classroom and construction work, and counseling services.

Requires programs to provide stipends and wages at minimum wage rates, with 6-24 months of full-time participation and at least 12 months of post-graduation job placement assistance.

Establishes staff-to-participant ratios including one teacher per 18 students, one trainer per 7 students, and one counselor per 28 participants.

Takes effect immediately upon becoming law.
