Amends the Children's Product Safety Act to define "crib bumper pad" as padding material designed for placement within a crib to cushion inner sides, excluding mesh liners.

Prohibits commercial dealers, manufacturers, importers, distributors, wholesalers, and retailers from selling or leasing crib bumper pads unless they meet or exceed the American Society for Testing and Materials International Standard F1917-12 for infant bedding and related accessories.

Establishes civil penalties of $100 to $500 for each violation of the crib bumper pad requirements.

Extends the Act's enforcement mechanisms to apply to crib bumper pad violations, including authority for the Attorney General and State's Attorneys to investigate, require statements, examine merchandise, and seek injunctions.

Directs civil penalties from crib bumper pad violations to the Attorney General Court Ordered and Voluntary Compliance Payment Projects Fund for enforcement and public education purposes.
