Creates the Diversity Disclosures Mechanisms for Vendors Act requiring state vendors to report demographic information about their employees to the Department of Central Management Services.

Defines "minority person" to include American Indian/Alaska Native, Asian, Black/African-American, Hispanic/Latino, and Native Hawaiian/Pacific Islander individuals who are U.S. citizens or lawful permanent residents.

Requires all vendors to submit a front-end report at contract execution disclosing the racial/ethnic background, position, and title of all employees expected to work on the state contract.

Requires vendors to submit a supplemental report within 30 days of contract completion stating total work time, racial/ethnic background of employees who participated, and the amount of time each employee spent on the contract work.

Declares it state policy to promote open access to state contracts for businesses with diverse hiring practices and minorities.
