Redefines suspension to remove students for up to 10 school days for serious acts of misconduct, with out-of-school suspensions limited to 3 days unless necessary to prevent significant threat to safety.

Requires behavioral support services and alternative educational services for students suspended out-of-school for longer than 3 days or placed in alternative settings.

Prohibits students from being arrested or cited for criminal offenses during school hours on school grounds unless the offense is a felony or student committed identical offense within preceding 6 months.

Prohibits counseling students to voluntarily leave school to avoid disciplinary proceedings and prohibits monetary fines or fees as disciplinary consequences; requires written incident reports for suspensions exceeding 3 days, removals, arrests, or citations.
