Amends the Open Meetings Act to explicitly include the time before and after official meetings within the right to record proceedings.

Limits pre- and post-meeting recordings to capturing only public officials within 100 feet of the property where the meeting takes place.

Maintains existing provisions allowing meeting authorities to prescribe reasonable rules governing the right to make recordings.

Preserves witness protections allowing individuals to refuse testimony if broadcasts, televised coverage, or motion pictures are being taken during their testimony.
