Amends Illinois Municipal Code Section 11-12-9 to clarify procedures for municipal boundary line agreements when unincorporated territory is within 1.5 miles of two or more municipalities.

Allows municipalities to establish jurisdictional boundary lines through mutual agreement, which may include provisions preventing certain municipalities from annexing territory within other municipalities' jurisdiction.

Boundary agreements are valid for up to 20 years (or 20 years by default if no term is specified) and may be extended, renewed, or revised by further municipal agreement.

Requires municipalities to provide public notice of proposed boundary agreements at least 30-120 days before formal approval through posting for 15+ consecutive days and publication in a local newspaper.

Specifies that a municipality may cede property within its own jurisdiction to another municipality without violating a boundary agreement, and allows legal challenges to agreements only within 12 months of formal approval based on inadequate notice.
