Requires the Department of Human Services to develop and implement a drug testing program for TANF recipients and eligible individuals who are at least 18 years old, effective July 1, 2016.

Mandates all eligible individuals take a substance abuse screening inventory test in written or electronic form and must be informed in writing about testing requirements, potential random testing, and consequences of positive results.

Establishes reasonable suspicion criteria for drug testing, including being charged with drug-related offenses, failing screening tests, or previous failed drug tests.

Specifies that individuals who test positive may become ineligible for TANF assistance, with drug test costs withheld from future benefits, though those participating in drug abuse treatment programs may continue receiving assistance.

Requires the Department to test at least 50% of at-risk individuals once and administer random monthly tests to 50% of those who previously failed tests, while providing lists of treatment programs to those who test positive.
