• Applies to liens for removal of neglected weeds, grass, trees, and bushes; pest extermination; removal of infected trees; removal of garbage, debris, and graffiti; and costs of removal, securing, and enclosing on abandoned residential property.

• Extends notice requirements to apply to liens against any real property of the property owner, requiring personal service or certified mail notice to the person who received the tax bill.

• Changes statutory language from "this lien is" to "these liens are" to reflect the multiple properties that may be subject to the liens under the expanded provisions.

• Takes effect immediately upon becoming law.
