Amends the Housing Authorities Act by deleting Section 25(e), which permitted housing authorities to refuse to certify or recertify applicants and tenants with prior convictions for drug-related offenses.

Removes the provision allowing housing authorities to conduct criminal history records checks through the Department of State Police by submitting fingerprints for comparison against state and federal databases.

Eliminates the authority for the Department of State Police to charge fees for conducting criminal history records checks, which would have been deposited in the State Police Services Fund.

Removes the requirement for the Department of State Police to furnish conviction records to housing authorities based on positive identification.

Retains all other tenant selection criteria and the authority's ability to evict tenants who create serious and clear dangers to health or safety, including drug possession or illegal weapon use.
