Amends the Illinois Insurance Code to require insurers to pay registered surgical assistants at the appropriate non-physician modifier rate for services rendered.

Applies to registered surgical assistants who are not employees of hospitals or ambulatory surgical treatment centers.

Establishes that payment rates should match what would be paid if a physician had provided the same services.

Creates identical payment requirements in both the Illinois Insurance Code and the Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act.
