Amends the Counties Code to cap court services fees at $25 unless the fee is set according to an acceptable cost study under Section 4-5001 of the Counties Code.

Allows county boards to enact court services fees by ordinance or resolution to defray court security expenses incurred by the sheriff.

Fees are paid in civil cases by each party upon filing the first pleading; in criminal, traffic, ordinance, and conservation cases, fees are assessed upon conviction or guilty plea.

Requires all proceeds from court services fees to be deposited into the county general fund and used solely for sheriff costs in providing court security.

Prohibits fee collection in traffic, conservation, and ordinance cases where fines are paid without a court appearance.
