• Amends the Disabled Persons Rehabilitation Act to require licensed physicians, speech-language pathologists, and audiologists to notify parents or guardians of patients diagnosed with hearing disabilities about educational opportunities at the Illinois School for the Deaf, in consultation with the Department of Human Services.

• Requires licensed physicians and optometrists to notify parents or guardians of patients diagnosed with visual disabilities about educational opportunities at the Illinois School for the Visually Impaired, in consultation with the Department of Human Services.

• Directs the Department of Human Services to adopt rules necessary to implement these notification requirements.
