Division of Child Support Services within the Department of Healthcare and Family Services shall conduct a study on barriers individuals face to paying child support, subject to appropriation.

Study shall examine demographics of those failing to pay child support including income, education level, age at first parenthood, child support-to-income ratio, criminal history, visitation frequency, number of children, substance abuse history, probation/parole status, and primary language.

Study shall analyze institutional barriers to child support payment, including collection methods and timing.

Study shall evaluate whether unpaid child support information revealed in credit and background checks impacts an individual's ability to be considered, interviewed, and hired for employment.

Department shall report results and recommendations to the Governor and General Assembly by May 1, 2017, with this section repealing on January 1, 2018.
