Amends the Illinois Notary Public Act to allow the Secretary of State to establish an online application system for notary public appointments and commissions.

Requires applicants to provide their driver's license or state ID number, date of issuance, and email address when applying online; permits the Secretary of State to cross-reference this information with driver's license and ID databases to verify authenticity and retrieve the applicant's digitized signature.

For online applications, applicants must electronically affirm an oath stating that all provided information is true and correct and authorize use of their signature on file; this electronic affirmation has the same legal force as an in-person oath.

For paper applications, applicants must take the oath in person before someone qualified to administer oaths, with the applicant's signature notarized on the application.

Amends the Illinois Vehicle Code to allow Secretary of State employees access to stored driver's license and ID photographs and signatures specifically for purposes of issuing notary public commissions and processing online notary applications.
