• Amends the Clerks of Courts Act by deleting provisions allowing county clerks in counties with populations not exceeding 500,000 to collect an annual fee of up to $36 from persons making child support and maintenance payments.

• Eliminates the authorization for clerks to collect fees for maintaining child support records, processing support orders to the State KIDS system, and recording payments from the State Disbursement Unit.

• Removes the requirement that such fees be deposited into a Separate Maintenance and Child Support Collection Fund for clerk use.

• Retains the $5 fee for certifications made to the Secretary of State under the Family Financial Responsibility Law.
