Reduces vehicle registration fees to $24 for seniors approved for benefits under the Senior Citizens and Disabled Persons Property Tax Relief Act, effective 2009 registration year.

Extends reduced registration fee eligibility to spouses, widows, and widowers of qualifying seniors for applicable registration vehicles.

Applies reduced fee to passenger cars with standard multi-year registration plates, vehicles with special registration plates (specified sections), and recreational vehicles registered at 8,000 pounds or less.

Expands reduced fee coverage to all special registration plates authorized under Article VI of Chapter 3, starting with the 2017 registration year, for which applicants are otherwise eligible.

Limits reduced registration fees to no more than one per 12-month period per individual's primary eligibility, regardless of whether fee applies to individual, spouse, widow, or widower.
