IL HB2923

Amends the School Code to create a pilot program allowing the State Board of Education to award annual grants to public elementary schools with 30% or greater student mobility rates to implement the Direct Instruction teaching method.

Defines "Direct Instruction" as the Direct Instructional System for Teaching Arithmetic and Reading (DISTAR), a teaching method created in 1977 with a U.S. Office of Education grant.

Requires schools receiving grants to annually report to the State Board of Education on how effectively Direct Instruction improves students' math and reading abilities.

Mandates the State Board of Education to annually report its findings and recommendations based on school reports to the General Assembly.

Program is subject to appropriation and the State Board may adopt rules necessary to implement the program.
