Amends the Flag Display Act to add deaths during on-duty training for active military duty as a category requiring flags to fly at half-staff.

Governor shall order flags lowered for residents killed: by hostile fire in armed forces, in line of duty as law enforcement or firefighter, in line of duty as EMS crew member, or during on-duty military training.

Flags displayed at half-staff include the United States national flag, Illinois state flag, and appropriate military flag (for armed forces members) for the funeral day and 2 days preceding it.

Respective state departments notify the Governor of deaths: Department of Veterans' Affairs (military), State Police (law enforcement), State Fire Marshal (firefighters), and Department of Public Health (EMS crews).

Provision does not require removal of existing flags or modifications to state facilities that cannot accommodate the requirement.
