Amends the Juvenile Court Act of 1987, Section 5-501, regarding detention and shelter care hearings.

Permits courts to allow minors held in state-operated custody facilities to appear in court via two-way audio-visual communication, including closed circuit television or video conference.

Requires two-way audio-visual communication facilities to enable communication between the court and the custody facility, with a secure line for confidential communication between the minor and their counsel.
