IL HB3094

Creates the Statewide Elected Official Vacancy Appointment Act governing gubernatorial appointments to fill vacancies in statewide elective offices under Illinois Constitution Article V, Section 7.

Requires that when a vacancy occurs in a statewide elective office, if the departing officeholder was a member of a leading political party, the Governor's appointee must also be a member of the same leading political party.

Defines "leading political party" as one of the two political parties whose gubernatorial candidates received either the highest or second-highest average number of votes in the most recent three gubernatorial elections.

Designates the party with the highest average gubernatorial vote total as the "first leading political party" and the party with the second-highest average as the "second leading political party."
