• Modifies the Illinois Livestock Dealer Licensing Act to update terminology from "Illinois Beef Council" to "Checkoff Division of the Illinois Beef Association Board of Governors" in licensing denial and suspension grounds.

• Amends the Beef Market Development Act to comprehensively replace all references to "Illinois Beef Council" with "Checkoff Division of the Illinois Beef Association Board of Governors" throughout definitions, governance, powers, duties, and financial collection procedures.

• Changes the assessment rate determination process from a fixed "up to 50¢ per head" to a rate "as determined by referendum" for cattle marketing assessments and deductions.

• Removes the requirement that the Checkoff Division adopt bylaws within 90 days of the Act becoming law, allowing adoption at any time.
