IL HB3102

Amends the State Universities Civil Service Act to change appointment and promotion procedures from selecting among "three" candidates to selecting among candidates "with the 3 highest scores" on merit registers.

Requires the Executive Director of the Merit Board to certify all candidates on the register if fewer than 3 scores are available, rather than certifying only available persons.

Removes language that allowed sex to be considered in hiring and promotion decisions "when the nature of the position requires otherwise."

Updates gender-specific pronouns throughout the statute to use "he or she" and "his or her" language for inclusive reference to appointees and employees.

Applies changes to both initial appointments and promotions within the University System civil service for all positions, including police departments.
