• Mandates that ticket brokers and resellers guarantee full refunds (including handling and delivery fees) if the ticket does not grant admission to the advertised event, fails to substantially conform to its description, or the event is cancelled and not rescheduled.

• Establishes exceptions allowing ticket resales above face value through registered ticket brokers, Internet auction services, non-profit charitable auctions, and designated Internet websites that meet specified consumer protection requirements including toll-free complaint numbers, dispute resolution procedures, and minimum $100,000 consumer protection funds or insurance.

• Applies new disclosure requirements to all ticket brokers and resellers except those operating through registered Internet auction listing services under the Auction License Act.
