Amends the Counties Code to extend judicial facilities fee authority to Kane County and Will County, allowing county boards to impose fees for building new judicial facilities with Chief Judge concurrence.

Permits county boards to set different fee rates for various civil and criminal case types, with a maximum fee of $30 per case.

In civil cases, fees are paid by each party upon filing the first pleading or appearance; in criminal cases, fees are assessed against defendants upon conviction, supervision order, or probation sentence.

Exempts local or county ordinance, traffic, and conservation cases from fees if fines are paid in full without a court appearance.

Requires all fee proceeds to be deposited into the county's Judicial Department Facilities Construction Fund and used exclusively for costs associated with building new judicial facilities within the county.
