Amends the School Code to define school counseling services that may be provided by school counselors with appropriate credentials (Professional Educator License with school counseling endorsement).

Lists 54 specific counseling service functions including academic planning, mental health support, crisis intervention, college and career development, special education assistance, and prevention programs.

Requires school counselors to participate in biennial training on domestic and sexual violence, anaphylaxis management, educator ethics, mental illness warning signs, AIDS education, and bullying prevention.

Recommends school districts maintain a student-to-counselor ratio of 250:1 and allocate at least 80% of counselor work time to direct student contact.

Clarifies that other qualified school support personnel may also provide counseling services in addition to credentialed school counselors.
