Amends the Illinois Administrative Procedure Act to specify that the Governor is subject to administrative procedure rules with respect to intergovernmental agreements.

Requires State agencies to enter into and implement intergovernmental agreements exclusively through the adoption of rules under the Illinois Administrative Procedure Act, with joint rules permitted for multiple agencies.

Mandates that State agencies file copies of all existing intergovernmental agreements with another State agency with the Legislative Audit Commission within 6 months of the bill's effective date.

Prohibits State agencies from sharing appropriation line items through intergovernmental agreements unless approved by a joint resolution of the General Assembly.

Creates the Coal Mining Land Conservation and Reclamation Fund to be administered by the Department of Natural Resources, funded by monthly transfers of $333,333.33 from the Coal Technology Development Assistance Fund beginning in fiscal year 2016, and protects the fund from sweeps and budgetary transfers.
