Creates the Automated Motor Vehicle Study and Report requiring the Secretary of State to conduct a feasibility study on operating automated motor vehicles in Illinois.

Defines "automated motor vehicle" as a vehicle capable of operating in full automation mode with an automated driving system performing all aspects of dynamic driving tasks, as defined by the Society of Automotive Engineers (J3016-2014).

Report must include research on whether automated vehicles reduce traffic fatalities and crashes by reducing driver error.

Report must examine whether automated vehicles reduce congestion and improve fuel economy through better highway capacity utilization and efficient vehicle acceleration and braking.

Secretary of State must submit findings and legislative recommendations to the Governor and General Assembly by July 1, 2016; Act expires January 1, 2017.
