IL HB3141

Creates a new annual reporting requirement for the Director of the Department of Juvenile Justice to report to the Governor and General Assembly by January 1 each year, including financial data and ethnic and racial background information of committed youth.

Requires quarterly reports by January 1, April 1, July 1, and October 1 each year containing youth population numbers by facility, demographics, offense classifications, educational and vocational programs, facility capacity levels, and security staff-to-resident ratios using federal Prison Rape Elimination Act (PREA) definitions.

Modifies the Juvenile Advisory Board's role to establish outcome measures for the Department in conjunction with the Office of the Governor, with annual results included in the Director's report rather than jointly approved and submitted by the Board and Director.

Removes the Department of Juvenile Justice from reporting requirements under Section 3-5-3.1, leaving only the Department of Corrections responsible for facility population reports and projections.
