Adds Section 22.58 to the Environmental Protection Act to regulate drug destruction by law enforcement agencies using specialized devices

Defines "drug destruction device" as equipment designed and used exclusively to destroy drug evidence and render it non-retrievable

Defines "drug evidence" as illegal drugs collected by law enforcement, excluding hazardous waste, including controlled substances, cannabis, and pharmacy-regulated drugs

Specifies that drug evidence destroyed in an approved device at the agency's storage location under agency supervision and manufacturer specifications is not considered discarded waste until rendered non-retrievable

Takes effect immediately upon becoming law
